PHANZ SUPPORTS BILL AIMED AT REDUCING DRUG OVERDOSE DEATHS

The Public Health Association of New Zealand (PHANZ) has expressed strong support for the Drug Overdose (Assistance Protection) Legislation Bill, describing it as a practical and evidence-based measure that could help reduce preventable overdose deaths across Aotearoa.

In its submission to Parliament's Health Committee, the PHANZ said the Bill would remove a significant barrier to seeking emergency medical assistance during overdose events by providing limited legal protections for people experiencing an overdose, those who call for help, and those who remain at the scene.

PHANZ Chief Executive Dr Cadence Kaumoana said the legislation reflects a common-sense public health approach that prioritises saving lives. "When someone is experiencing an overdose, every minute counts. No one should hesitate to call for emergency help because they fear legal consequences. This Bill puts saving lives first and creates a more compassionate and effective response to drug-related emergencies," Dr Kaumoana said.

The PHANZ also highlighted the importance of ensuring the legislation is supported by public education, clear operational guidance, and engagement with communities most affected by drug-related harm.
